How come i cant take off the cylinder head off of my lawn mower?

Briggs & Stratton 6.25hp there seems a bolt on the cylinder head to the gas tank or what ever cant get it off

1. the bolt that holds the gas tank on has 2 parts, after you remove the tank you have to remove the rest of the bolt, hope this helps
