  1. On a Dodge Neon??? Ha ha ha ha ha ha....that's funny...... Don't waste your time. If you did have $3000 to spend, use it something more useful.
  2. you will not be smog illegal by doing this. How ever, if you haven't done anything else to get more air in and more exhaust out you will see very little change in performance. As far as cost goes, can't reaaly tell you. There are tuner shops all over the place. Find one in the phone book and give them a call. But be sure the people are ASE certified in performance engine building and the like.
  3. There's room to play It all depends on how much result (hp increase) your looking for You can definitely improve your engine but You have to consider whether it be a little or a lot the labor and materials will run about the same so for this cost will you be happy with the amount you can increase while still being able to pass emissions There is also a computer chip that can be replace in your cars computer that controls the ignition and fuel injection that will help. again ask dilegent questions when at the auto store let hem know you want to keep it street legal often when people inquire about this they purchase equipment that make the car into a rocket ship but violates all emmission standards PS you can also run a more open exhaust (after the catalitic converter)
  4. you would be smog legal if you kept the same emission equipment.
