  1. U should check its condition by driving it. while driving it u should keep eye on how the enigine is making noise and drive should be comfortable. If it is making lots of noise and driving is also very jerky then there is problem in engine and shokers. Second thing u can record the milage of scooter if it is giving mileage around 40-45 then its condition is ok. thid u can check its metre how much it has run. If u buying it from dealers then this trick wont be useful bcoz they can temper it but if u buying it from direct user u can consider this point. And one personal advice buy it from known individual person not through dealers.
  2. Look for a one owner bike with low miles and fairly new. I often see bikes for sale where a husband bought a bike for his wife and she never ride it. Or a new rider wanted a bike to learn on and outgrew the bike in one year. Avoid anything high mileage, vintage, multiple owner, not a name brand. Make sure all the controls move freely and operate correctly. There should be no leaks. A few scratches are ok, but stay clear of anything damaged more than that. Everything should be as it came from the factory. If the previous owner messed with jetting the carb or aftermarket engine parts you will most likely be getting someone elses nightmare. If you are allowed to test ride the bike do so. If you cannot do so, make sure you are given a ride on the bike and that it runs and stops smoothly. Dealers often sell clean used bikes but want top dollar for them. If you can find a dealer that will safety inspect the bike for you that is ok too. Even though you said you couldn't afford new. Talk to your local Honda (or Yamaha, or Suzuki) dealer. They may have some special financing available.
  3. You will only know for sure after many many enjoyable mile on the road. ;-)
